EUFIM Certification Body of the
Hungarian Real Estate Association

The Hungarian Real Estate Association established its EUFIM Certification Body in 2003. Its aim is to follow up the real estate experts’ professional activity through the continuous professional assessments on the basis of a uniform set of requirements of the real estate profession which also meets the European requirements.
The certification system (EUFIM) of HREA was prepared according to the recommendations of the international real estate organizations and of course, it includes the specifications and requirements of the routine of the Hungarian real estate market.



The Body awards the EUFIM title to those real estate professionals who have the appropriate practice, qualification and skills, meet the requirements of the pre-certification and who are able to defend their professional work during the certification exam. In case of a successful certification procedure the Certification Body issues the Certification for the candidate, which makes him able to use the EUFIM title. The continuous monitoring is necessary and the certification is valid for 5 years.
The certification of real estate professionals is according to the regulation No. MSZ EN ISO/IEC 17024 : 2003 and the requirements of the NAR-EA-8/01 IAF/EA Guideline. In 2005, the HREA introduced a quality-control system in order to ensure the responsible operation of its certification system. This system complies with the requirements of the MSZ EN ISO 9001:2001.

In the accreditation document dated 14 May 2005 the National Accreditation Body acknowledged that the Hungarian Real Estate Association corresponds to the regulation No. MSZ EN ISO/IEC 17024:2003. In the same time, the HREA was registered to the category of certification of individuals under the No. NAT-5-0014/2005.
At the moment, the Certification Body of HREA performs the certification of the high level professionals through its two sub-systems. These are the sub-system of real estate valuers and the sub-system of real estate agents/brokers.

The certification system covers the entire country of Hungary, the personal scope is not limited, any person can apply for the certification who complies with the personal and professional requirements.

The procedure of the certification

Main parts and the procedure of the certification:

  1. application;
  2. pre-certification procedure;
  3. the Candidate can take part in the certification exam after a successful pre-certification and a passed written exam;
  4. after a successful certification exam the Certification Body issues a Certification which makes him entitle to use the EUFIM title and provides him with an EUFIM stamp;
  5. monitoring during the period of validity.
  6. re-certification.

Application

The Handbook of Certification Body rules separately the application of real estate valuers and real estate agents/brokers for the pre-certification procedure. Accordingly, a real estate valuer can apply for the pre-certification procedure if he

  1. has a professional degree (architect, civil engineer, economist, legal profession) and has at least three years of experience in real estate valuation which can be proved authentically.
  2. has other university or college degree and has at least five years of experience in real estate valuation which can be proved authentically.

Additionally, the applicant has to have – in all cases – a qualification, which is necessary to perform in the field of real estate profession, and which is registered in the National Teaching Register (OKJ).

Pre-Certification

The aim of the pre-certification procedure of the Certification Body is to select those applicants – according to their qualifications, work experiences and practice – who are suitable for the certification according to their abilities.
The invited experts will valuate the professional documents - enclosed for the pre-certification - on a professional basis.
A passed pre-certification is a requirement of the certification exam.

Awarding of the Certification

The candidate can participate in the certification procedure if the following requirements are fulfilled:

  1. he passed the pre-certification procedure and
  2. he achieved a sufficient result on the written exam.

During the certification exam, the candidate should prove that he has the knowledge which is necessary for EUFIM real estate certification and he is able to adopt this knowledge in the daily routine as well. During the exam the followings must be assessed: the candidate’s professional knowledge, his ability for adopting the knowledge, practical proficiency, his skills and willingness for new cognitions.
The Certification exam must be fulfilled as an oral exam at the Certification Committee.
The President of the Certification Body decides on the award of the certifications on the basis of the Certification Committee’s proposal.
The validity period of the certification is 5 (five) years uniformly.

Monitoring

The aim of monitoring is to follow up the activities of the certified experts during the validity period and to control their activities and the existence of the required trainings. The monitoring period is from the successful certification of the candidate until the end of the validity period of the certification (five years).

Re-certification

The aim of the re-certification is to give the opportunity for the certified experts to verify the existence of the required knowledge and practical experiences in a simplified procedure. In the same time, in case of a successful re-certification they can maintain their certification for another five years without suspension.
